The TANF Program Advocacy

The Temporary Assistance for Needy Families (TANF) program is a system used by the federal government of the United States of America to help out American indigent families with existing dependent children. This program aims to prepare families in raising their children through cash assistance and other services such as work support, employment programs, and child care. It particularly concentrates on assistance to job searching, children and mother’s well-being, and encouraging two-parent families in here in the US. The TANF program replaced the former Aid to Families with Dependent Children (AFDC) system which was deemed ineffective.

The TANF Program System

The TANF program began on July 1, 1997. It was created through the Personal Responsibility and Work Opportunity Act signed into a law in 1996 by then President Clinton. To avail of the Temporary Assistance for Needy Families (TANF) program benefits, families must apply to the program and prove their indigence. A family can avail of the program benefits for a maximum of 60 months. However, other states implanted a shorter maximum period for the said program. Adult members of the family recipient must find a job within two years of availing the program to prevent dependency. Some states in the US also implement longer duration of assistance to those minor and eligible children members of the family while limiting the benefits received by adults.

TANF Programs Impact on Families

The Temporary Assistance for Needy Families (TANF) program was believed to be effective especially during its first five years of implementation. Although there was a sudden drop of recipients of welfare from AFDC to TANF. It was believed that the TANF implemented a stricter process and requirements for its recipients. AFDC had more than 12 million recipients in 1996 while the TANF program had 10 million recipients in 1997. As of 2010, there are only four million recipients of the program. On the other hand, poverty and unemployment rates improved significantly up to 2000. However, this improvement cannot really be attributed to the TANF program, especially, since it was also the period where USA made a strong economic growth.
